Presumably the painter is Chinese,
Signature and seal reads,
春枝 - Chun Zhi - Courtesy name of
Yu Yingyue 虞應樾 1768-1849
Deqing, Zhejiang born painter, was good in flower, bird and landscape painting
Subsequently, the title should be Mt. Penglai (蓬莱山）
(In the Japanese literature with this pseudonym 春枝 - Harue, I could find only one relatively late paintress, Nishikawa Harue 西川春江 (春枝） 1919-1973. - I think she can be simply excluded)
