Given its crude execution and lack of patina I would guess that it is new and quickly made with modern tools. See the link below for an article by Christie's that includes several pictures of wood netsukes. Note the difference in quality between those netsukes and yours.

Hello your post looks like a netsuke. However it is of very low quality and made for the export market.
