Inscription in my reading,
大正四年 - 4th Year of Taishō (1915) 
純一寫  - Painted by Junichi
Seal,
ワタナベ - Watanabe

Watanabe Junichi 渡辺純一 
Possibly, illustrator from the Taisho - Showa era. In absence of proper reference I can't say
anything sure.

You are right、I was misled by the sloppy signature and the Watanabe stamp.

The artist is Ito Sōzan 伊藤総山 (1884-?)
Famous "Shinsaku-hanga" artist.
Watanabe was the seal of the publisher - not
of the artist. In the 1906 founded Watanabe Art Picture Company is still existing in Tokyo Ginza area.
Once again sorry for the misinformation.
