Can anyone please help me to identify the artist and translate the writing - thank you so much!!!
The paper appears to be very old.

Title cartouche (Left upper part)
當世料理通　　- Tōsei Ryōri-tsu -　Modern Connoisseurs of　Cuisine (Series)
Right side middle part,
王子　海老屋　-　Ōji Ebiya (Ebiya Restaurant in Ōji
Signature (Left bottom),
溪斎　- Keisai (Pseudonym)
英泉画　-　Eisen-ga - Picture of Eisen
Round seal,
極　-　Kiwame - Censor's seal
佐野喜　-　Sanoki - Publisher's seal

The print depicts a geisha changing clothes in the corner of zashiki.

Ukiyoe-e afrtist specialized in Bijin-ga

The artist is Keisai Eisen (1790-1848). Your print is from a series 'Tôsei ryôri tsu' (當世料理通 - A guide to modern restaurants) and depicts the Ebiya at Oji (王子 海老屋 - Ôji Ebiya).

Published by Sanoya Kihei between 1830-1844).
