Can anyone please help me to identify the artist and translate the writing - thank you so much!!!
The paper appears to be very old.

Title of this chapter,

Signature,

Kunisada-hitsu - Painted by Kachōrō Kunisada

According to literature this series is dated 1864

3rd gen. Utagawa Kunisada 歌川國貞　（Self-named 2nd gen.) a.k.a. Toyokuni III 1823-1880

The print (1864) is by Kunisada II and is titled: "Ch. 26, Tokonatsu, from the series Fifty-four Chapters of the False Genji (Nise Genji gojûyo jô)". The Boston MFA has a copy here:
