Subject:Chinese (or Japanese) Ink Drawing - Help with reading?

I got this painting in Japan during my last trip there. The style definitely seems Chinese to me, but it could be Japanese given where it was bought and that some of the faces seem possibly Japanese in style as opposed to Chinese. I've had a go at deciphering the seals, but didn't get any further than the '川' on the biggest seal. I also thought the written character in black ink might be '濟', but the central radicals seem different (maybe it's a variant character??). If anyone more knowledgeable on Chinese characters and art could help with any of the inscriptions, or even identify the artist, I'd really appreciate it.
NB: Those white marks in the photo aren't on the painting, they're just reflections off the glass (sorry for my terrible photos)
