The inscription gives a Jiawu cyclical date of October 1954, and in somewhat bolder characters next to the unreadable red seal, the name Zhong Yong (Jia wu Zhi shi yue Zhong Yong - 甲午之十月仲雍).
I couldn't find any identification online regarding a contemporary Chinese painter called Yong Zhong.
Zhong Yong (same characters) was a legendary Warring States era co-founder of the Kingdom of Wu (222-277 CE), but I have no clue as to whether this painting could be some sort of tribute to him.
