Could someone help me determine what this old watercolor is drawn on and possibly who drew it? Thank you.

Reading of seal,
柱明　-　Zhumíng - Given name of artist
I could not find corresponding artist.
The script on the frame in my interpretation reads,
止処無　　-　No (determined) place for fastening studs.
