Japanese mandarin-duck shaped paperweight,
美春作 - Made by Bishun or Yoshiharu
銀製  - Silverware
生駒  - Ikoma
G.Ikoma Ltd. jewelry and watches production company from Ōsaka, offic. establ. in 1923
Kobayashi Bishun or Yoshiharu 1887-1981, used to be designer at above company.

Does the silver mark mean pure silver or silver plate?

Dear Gary,
銀製 - Ginsei- lit. means Made of Silver,
(Silverware) is only the maker's mark
Official hall marks are,
銀純 -Jungin (Read from right to left) "Pure Silver" (1868-1920s)
From 1928 decimal markings )eg. STERLING 925
