This appears to be a later repro of a print by Eisho of the Courtesan Shizuka. See link below.

Cheers,
Stan

郭中美人競 - Beauty Contest in the Entertainment Quarters
静玉屋志津加 - Shizuka of Shizutamaya

Rough translation of the tag,

Woodblock printed by hand
"Eishō"
The most talented painter among the pupils of Eishi* with the greatest number of works.
He was excellent in Nishiki-e "Beauty Pictures"
Especially the so called Ōkubi-e* paintings were his masterpieces, like the "Beauty Contest in the Entertainment Quarters" His taste is softer
than his master's taste, it is more fresh and sensual. He was active between the years 1794-1800. He used the art-names Chōkōsai or Shōeidō

* Eishi, Chōbunai Eishi 1756-1829
* Ōkubi-e, genre showing the head and upper torso

Chōkōsai Eishō 鳥高斎榮昌
Personal details unknown, ukiyo-e artist from the end of 18.C.

With regards,
I.Nagy

Dear Mark,
Certainly you need not go to art museum.
This woodblock is without doubt a contemporary reprint. The name of publisher should be hidden somewhere under the passpartout.
More tell-tale is the printed explanatory tag.
These reprinted prints are available throughout
Japan in specialized gift shops.

With regards,
I.Nagy

Repros like this usually sell in the $50 - $100 range on auction sites like artelino.com.

Cheers,
Stan
