Subject:Is This a Real Netsuke

This is supposed to be a netsuke. I have never seen one like this. Is it a real netsuke or is it a game piece or something else repurposed into a netsuke?

Perhaps the year of the horse.
Someone else may see other clues as well.

Real ivory 100%.
Japanese netsuke probably dates to late 19th century or later.
