The mark is saying: Zhōngguó 中國 (= China) Zhìzào 製造 (manufactured).
Gotheborg (http://gotheborg.com/marks/20thcenturychina.shtml) suggests the period for this mark between the establishing of the Peoples Republic of China in 1949 and the Cultural Revolution in 1965-70.
