its 3 inches tall and almost nine and a half inches in diameter any info would be appreciated.

It is Japanese indeed, probably Meiji period. The mark is unclear but could be the mark of "Aoki" (Aoki brothers company). If you make a search on that you can compare.

In my opinion a Japanese Imari bowl, marked Tomi 冨, meaning "wealth". Although it's hard to date from photo's, I think around 1900, but maybe older.

the porcelain is white,bad lighting on the first two pictures and the third picture the color and contrast were changed to make the mark readable.
