My tentative reading of inscription and signature,
歳峩百餘　人壽年豊　- Years a hundred and more -
good health and rich harvest
癸未年　-　Year of Water-Sheep (..1883,1943..)
Signature,
菓茂　-　Guo Mao or
巣茂　-　Chao Mao
(Unfortunately the round seal is not enough clear for decision)
