Your plate is Chinese and in a flower basket motif often associated with the Kangxi reign (1662-1722). Here are photos of another one with a different rim pattern that I believe to be a Kangxi piece. It was sold with attribution to the collection of Beatrice Behrman, better known as famed doll-maker Madame Alexander, who passed away in 1990. Most other dishes of this period and pattern I've seen also had a mark of some kind on the bottom, if not a factory mark such as this one has, then at least the circle. The lack of a mark on yours may not have any implications for its age, but perhaps others in the forum could comment on this point.

Best regards,

Bill H.
