Engraved texts on the outer rim of seal,
弘光元年四月 - First Year of Hongguang April (1645)
Hongguang was the era name of the short lived Southern Ming Dynasty (1644-1645) of Emperor Zhu Yousong
吏部選清吏司之印　-　Seal of Board of Civil Office
Selected Qing Officials Division
文字五號　－　Characters No.5 (Indicates probably the size or style of characters)
禋部造　－Made by the Board of Rites
