Pls help with inscription of the stone stamp and is this Shoushan stone

1. It is too hard to tell if this is actually Shoushan stone from the small photograph. From the detail of the inscription and what I can see of the decoration, it would appear to be of a regular grade, not particularly special.

2. The carving on the printing face is typical of the tourist seals carved in street markets to approximate the sound of European names, and not executed by a truly professional seal carver. The upper part of the face reads L U C, and the two Chinese characters are 拉 (pronounced 'la') and 可 (pronounced 'ke'). However. I think the carver originally intended to use another character pronounced 'ke' 克 , as he carved a dot above the horizontal line, then possibly ran out of space to complete the character and reverted to the character with less strokes.
