This dragon pattern, sometimes also including a phoenix, has been popular since at least the early 20th century, especially for porcelain services used in Chinese restaurants on happy occasions like weddings. Based on what I've found in an online forum, the mark on your cup, which is shown upside down, reads "Made by the Luo Sen Factory (羅森廠製) - Luo Sen Chang Zhi" when flipped. Since the mark and motif seem to involve transfer decoration, factories that use that technique in Hong Kong and Macao come to mind as possible sources of such wares. The online Chinese-language forum (link) calls the Luo Sen bowls under discussion Republic-period" (1912-1949), and one participant remarks on their resemblance to Macao wares too.
