Inscription in my translation,
天莫空勾踐 時非無范蠡
Gods does not live up to Guojian
because there is Fan Li to help

Guojian (496-46 B.C.) was the king of Kingdom Yue at the end of Spring and Autumn period.
Fan Li was his advisor and was a legend for his success, so became the Chinese God of Wealth (Caishen 財神)

This well known classical Chinese phrase was selected by a Japanese artist.

With regards,
I.Nagy
