Subject:Bas relief bronze, Shakyamuni? Avalokiteshvara? Bhaiṣajyaguru /Medicine Buddha?

This measures approximately 11 1/2" wide and 18" tall. Low relief, approx. 3/4" deep at the deepest. I used a flash to capture some of the detail, in person the piece is not so coppery in appearance, much darker than it looks here. There are rivets holding it onto the wood panel frame (much later addition) which is stained close to the same color as the metal. It appears that the rivets were made much earlier as there is one empty rivet hole in the metal, but not a hole through the wood behind it.

Note the peacock on the left side and the snake on the right of the figure. In the figure's left hand there is possibly myrobalan (?) or stylized lotus?

I'm curious about this piece, who it may represent, where it may have come from, how old it might be, etc.

My feeling is that it is very old, however even if it is contemporary it's proved to be an educational puzzle, and a pleasure to study. Any thoughts? Thanks for your time!
