Looks like it was free-form day at the kiln and somebody spiked the tea.
The mark apparently is supposed to be "Da Qing Tong Zhi Nian Zhi" (Made in the Tongzhi Reign) but in a manner to emulate the sloppily executed Chenghua marks on actual 19th and early 20th century Chinese crackle-glaze porcelains. Not very convincing of any period on earth from what I can tell. Perhaps made by foreigners with no training in Chinese art or calligraphy? Metal-clad rims like this are associated with Thailand, but I never saw any pottery like this in a half-dozen years of residence and lots of antique-buying there.
