This may be Chinese. I can't tell how large this piece is, but I've seen many similar figures carved in bone as circa 3-inch snuff bottles with removable heads serving as caps. The base-mark on yours is 隆 (Long), meaning 'Grand' or 'Prosperous'. Probably dates to circa the mid-20th century of somewhat earlier.
