Subject:request ID of old signed ivory okimono, good quality

Please see pics of carving and inscription on bottom. I'd appreciate any info about the artist, school, or age of this piece.
Also if you have an opinion about the quality of it, I'd love to hear it. Thank you. -Wayne
ps. The tail feathers that the man is holding are impossibly long. Is this a representation of a mythical bird like the phoenix?

Don't know about the mark, but probably Meiji Period, late 19th Century.

IMO, the signature reads partially as 宗?斎正堂(art name not read - Seidô). A Taisho artist Sekido Seidô (関戸正堂) is mentioned in the List of Ivory Carvers of The Tokyo Sculptors' Society. Eventually this could be him but I could not find further info.

An ivory okimono by an artist named Seidô was also auctioned at Bonhams, but no image of the signature is available:
