Inscription reads,
辛卯秋八月　Year of metal-Rabbit (...1891,1951...)
Autumn, August (Lunar Calendar)
伯成冩　　　Painted by Bo Cheng (Presumably courtesy name of artist)
Seal reads,
石伯　　　　Shi Bo (Art-name)
It does seem to be an unknown artist.
