神谷蓬洲  Kamiya Hōshu
According to the inscription on the fringe, he was a disciple of Harukawa Eizan, born in Edo. Later went to Kyoto and changed his name to Harukawa Goshichi (春川五七) (re. Google 1776-1831)
美人あ八せ Bijin Awase - Beauty Awase
