神谷蓬洲　　Kamiya Hōshu
According to the inscription on the fringe, he was a disciple of Harukawa Eizan, born in Edo. Later went to Kyoto and changed his name to Harukawa Goshichi (春川五七）　（re. Google 1776-1831)
