玉櫻芳年  Gyokuō Yoshitoshi
Gyokuō  was the common name of Tsukioka Yoshitoshi
(月岡芳市)1839-1892
He was the last great master of Ukiyoe.

I think the print is by Yoshitoshi. I haven't seen a Yoshitoshi signature so neat. Given the degradation of his signature over time, that would date this print prior to 1864. One auction website called it: "Beauty in Hen Nightgown".
