Subject:Markings on Satsuma vase

The vase shown here is 1 of a pair and for sale on an online auction. Described as Satsuma circa 1900 ??
I'm trying to figure out what is written on the neck of the vase (pic 2).
And what is written on the bottom (pic 3). IMO the left side of the bottom marks reads as Suizan Sei 翠山 製 but what is written on the right side?
I've seen a lot of Japanese pottery marks, but never seen this mark before, so this time I need some assistance.
Perhaps one of you guys can help me out?
