Subject:Identifying chinese painter and two seal stamps

Hello everyone,
I got myself a chinese painting from a thrift shop some time ago and I got interested in categorizing and identifiying it as a whole. Since I'm only buying antiques as a casual hobby and being rather clueless regarding authentical asian paintings, I would like to ask for help in this forum which I stumbled upon recently.
Concerning my personal research relating to the matter at hand I found out that the three characters on the painting mean the name of the painter 寿民画 (壽民畫)(first two 寿民 from top-bottom, right-left, a surname (only a surname?) meaning shòumín or shòu mín and the third 画 being the verb to "draw"). However, the only chinese painter with that name I could find on the internet was Bian Shoumin and that certainly can't be the right one, since nothing would really add up. So I'm asking for help to identify the painter correctly, wanting to know if that is even an original or just some cheap copy trying to imitate a real Bian Shoumin. In that matter the two seal stamps would be of further interest and importance, since I believe they are name seals of the painter (the left one is rather unrecognizable though).
Otherwise, information about the drawing style, the quality, the time of origin, the frame, the condition, the value and anything else, would be highly appreciated by me as well (I would guess it is from the 1890s-1920s and would say the overall quality is rather mediocre at best (regarding the assumed "mistakes" in some parts of the painting), the condition not being the best aswell, making it rather "worthless" (taking all damages into account).
I know I'm asking for much, but without any noteworthy prior knowledge in asian arts (paintings) and that being the only one in my collection I really need a competent and rather precise classification of it, by which I could orientate myself, without making bad assumptions on my own and spreading half-truths or just plain misinformation to other people regarding this piece. So, for that matter, I'm relying on your expertise here in this forum and would want to thank you for your time, effort, and expertise beforehand. It will be very appriecated.
