Subject:Shunsen Style Kabuki Painting

I looking for help with this signature. I think the first part is Kei (Niwatori), (1573 in Japanese Art Signatures). I have no idea for the other two. Nothing is seeming to match up. Any help or suggestions appreciated!

The signature reads,
嶺邨 筆  Reison painted - as Art-Name 
Minemura painted - as Surname
Reading of the seal is same
More possibly art-name.The print looks like from
the 1920-40-es.
The situation is that catalogized name lists (dictionaries) are not available on sosaku or shin-hanga artists.There is one under compilation(from Hanga-do) but we have to wait 3 more years until its publication.
