Subject:Mark under cup

About a week ago I've posted a message about this cup. I got an answer by Mikeoz (thanks), but I still like to know what the mark is saying in Chinese (or Japanese?).
Because the characters are in a circle, I have put them in a row to make it easier to read. Both from right to left and from left to right, just to make sure.
Does anyone have any idea what characters there are and what can be read?

Hi Martin,

I didn't bother looking at the characters under your whistling sakezuki, but now that you have asked - despite the vague and shadowy images, I have ascertained enough to let you know what they are about. They refer to a registration (probably of the design or patent) #36854.

That's all. Nothing particularly interesting.

Reading of Japanese markings,
Big golden two character mark;
清水  Kiyomizu (Pottery)
Blue markingg;
新案登録第四五八六三号
New Model Registration No.45863.
