Subject:Signature not Hodo?

Dear All,

The signature on this Meiji painting is said to be Nishimura Hodo, but I believe it is not. My wife reads the characters as (maybe)kasa - unknown, with no identification of the seal. Can anyone help with this artist? Thanks in advance.

In my reading the calligraphed signature and the seal
reads,
笠永　　Ritsuei,Ryuei or Kasanaga

Can not be (Nishimura) Hodo`s 蒲堂　signature.
