Subject:Signature Eifuku?

Can anyone identify this shin-hanga artist? My wife reads the signature as "aifuku" or "eifuku" 永福 with the seal too faint to distinguish. Can anyone recognise the artist? Thank you for the help.

Reading of inscription:
清香冷記  Delicate fragrance and cold memory
(It sounds Chinese, however can be Sino-Japanese
expression. too.)
永福    Eifuku (Eternal Happiness) Japanese
Yongfu (Same as above) Chinese
In both languages can be an art-name of an artist.
In Chinese can be Surname and courtesy name,too.
In Japanese sources until now I could not find artist incl. hanga artist with this (art)name.
