That's a Chinese mark of "Zhenwan" (珍玩), "Precious Trinket". Right now, it's more "trinket" than "precious", being a late 20th or 21st century product, possibly of a workshop somewhere in Asia besides Mainland China.

In my tentative reading the second character is
失力 (yi) (In one character) which can be an alternative form of 逸 (yi) and 軼 (yi) with the meaning of "outstanding"
Accordingly:
珍 失力 Zhenyi - Precious and outstanding object

Dear Bill

Are you sure that says "Wan"? It is very deformed if so. However, I cannot find an alternative mark in Davison.

Also, what is the tipoff that this is modern and not, for example, early 20th century? Is it the strange looking dragon on the side, or is it the weird shade of blue?
