Hong Xian - the 'reign' name of the Yuan Shikai period when that warlord made himself emperor of China. Google Yaun Shikai

Bottom mark reads,
洪憲御製  Hongxian Yuzhi, Made by Imperial Order in Hongxian Era

Hongxian is the era name of the short lived emperorship of Yuan Shikai which lasted only 83 days in 1916.
Therefore, porcelains, antiques and other rarities made under this era can be considered as faked ones, made in anticipation of a premier price due to the short-lived era.

From what I understand, not much is known about true mark and period Hongxian pieces. Most genuine pieces bearing Hongxian marks are thought be mid-Republic, c. 1930s or so. The decoration of your bowl would suggest such a date.
