Can anyone tell me who is the artist? How old is the picture?

Signature and seal reads alike,
豊亮  Toyosuke or Toyoaki
I can not find corresponding name on artists' name lists.
The possibility of Chinese artist can't be ruled out. In that case the signaure reads,
Feng Liang

The painting is signed and sealed 'Toyohiko' (豊彦).
The artist is the Shijô painter Okamoto Toyohiko (岡本豊彦 - 1773-1845). His work was copied and I think that your painting is a later copy also.
Compare the seal with the one on an original scroll painting in the British Museum.
