Can anyone help with nationality and scroll signatures + date
Any help of any kind would be greatly appreciated

The reading of seals and signature,
Seals,
缾     Ping
完     Wan
Signature,
并     Ping
Basically it can only be the abreviated cursive
form of the first seal character divided into
two (upper and lower) parts.
Ping Wan supposedly is the courtesy name of the
painter. Without the family name it is impossible to find out the artist (unless he is
very famous)
Furthermore, judging from the above (courtesy)
name the artist even can be Vietnamese.
In that case te reading is Binh Hoan.

Thank you so much. Even though the information provided is brief it is very a great starting point and a giant leap as I had "nothing".

I had a feeling it may have been Korean but was without a base to start. You have provided this for me
