I am trying to get information on the artist and time period for a vintage painting. Can anyone can translate this seal?

I have some better photos here - I'm trying to narrow down the time period and artist, and perhaps a description of the characters that are being depicted. Any help is appreciated.

The signature on the picture reads,
伊川法眼筆   Ikawa Hogen (hitsu)=
painted by
榮信      Naganobu (reading of the seal)
Ikawa Hogen was one of the art names used by
Kano Naganobu (1775-1828), eight generation painter of the Kano School (Kobikicho House) at
the end of the Edo period.
