Subject:Painting or Block Print on Silk

I bought this painting or block print on silk from a local thrift store. While it is not technically accomplished, I was attracted by the colors and spontaneity (is it Xieyi style?). I would appreciate any information including translation of the inscriptions and seal marks. Thanks.

Text with mocking content reads in my interpretation,
今夜且笛技上達  Sure, your flute technique will improve tonight
丁未 秋  Year of Fire Sheep ...1847,1907 or
1967
Seal on the right,
三希堂精鑑璽 Sanxitang Imperial Seal
(Seal with same text was dedicated to the Qing
Emperor, Qianlong and was affixed on paintings
and calligraphical works seen by the emperor himself. This seal is the poor imitation of the real one.
