Hello Tati,

Yes, this is an incense burner. Made of bronze and probably missing the lid. It appears to be in a Ming Xuande Period style though not likely from that period. I am no expert in bronzes, but maybe late 19th/early 20th Century. Here is a very similar one that was heavily polished unfortunately:
