What is this mark and what can you tell me about this plate? The mark seemed very unusual to me.

Fukagawa... Japan.

The mark says: Fukagawa 深川 Sei 製 (Made by Fukagawa) and this is a mark of the Fukagawa Seiji company, founded in 1894 by Chuji Fukagawa (1871-1934).
The company exported a porcelain ware to Europe and America that was highly prized through the world fairs.

The mark is Mount Fuji and a Stream with a Fukagawa signature under the mount, or just Mount Fuji without a name.
This mark is used till far in the 20th century and beyond.

On the front a dragon and phoenix, representing the emperor and empress. Unfortunately I have no idea how old this charger is.

This is a Fukagawa mark. According to oriental decorative arts expert Sandra Andacht, it isn't the mark but the pattern that often is the determining factor in assessing age in Fukagawa porcelains. Since I haven't seen this particular pattern before, I'm afraid I have nothing else to offer on the charger.
