The signature is: Dai Nippon (Great Japan) 大日本 Nishida 西田 Sei 製 (made by Nishida).
Handwritten Dai Nippon marks together with the artist name date to the Meiji Period (1868-1911).
There is not much known about Nishida, he was making mostly (Kyoto) Satsuma pieces.
