Subject:Need help identifying hollow metal tube, with wire to head

No idea what this is, please help! Appears to have been painted black at some point, but has gold / red / blue colouring underneath. Hollow metal tube, with a three toed dragon wrapped around it.

Wire leads from dragon head to the 'lid' of the tube which has been opened, and therefore wire is broken. About 2ft long.
