The upper right quadrant with the actor is signed by Toyokuni III (aka Kunisada). The upper left quadrant with the ship looks like it is signed by Sadahide. I think there might be a signature on the lower area with the rat, but the poor quality of the picture makes positive ID impossible.
The link below has another print from the series (Flowers of Edo and Views of Famous Places) up for auction. It provides further information. It also is signed by multiple (3) artists.
