Subject:Unknown Signature on Ukiyo-e Painting

This is painting on paper of a bijin, and it measures about 90 cm by 25 cm. It is believed to date from about 1830. The signature bears a toshidama seal indicative of Utagawa school. The first charachter of the signature is "ichi" and the last charachter is likely "sai", but the middle charachter is unknown. Can anyone identify this? There also appears to be some script on the left sleeve of the woman.
